A Restoring the Spirit of Woyane: Strategic Policy Guidance for TPLF Renewal

Introduction

The Tigray People’s Liberation Front (TPLF) stands at a historic crossroads as it convenesits first Central Committee Party Congress post-Tigray genocide. This moment demands athorough reassessment and a decisive shift towards integrity, transparency, andcommitment to the Tigrayan people. The following strategic policy guidance aims to restoretrust, foster sustainable development, and realign the party with its foundational values.

Slogan: “Restoring Integrity, Rebuilding Tigray”

1. Establish a Code of Good Practice and Conduct1.1. Code of Ethics

Transparency and Accountability: Implement a comprehensive code of ethics emphasizingtransparency, accountability, and public service over personal gain.

Ethics Training: Mandate annual ethics training for all party members and governmentofficials to instill a culture of integrity.

1.2. Conflicts of Interest

Strict Guidelines: Enforce stringent conflict of interest guidelines that prohibit personal,familial, or business interests from influencing political decisions.

Independent Oversight: Establish an independent ethics committee to monitor and enforcethese guidelines.

1.3. Political Conduct

Democratic Principles: Ensure all party activities align with democratic principles, including

respect for human rights, rule of law, and separation of powers.

Internal Democracy: Promote internal democracy within the party through transparent andcompetitive elections for all leadership positions.
