Healing Tigray: A Vision for Unity, Justice, and Rebirth Through National Reconciliation Commission
Introduction
The Tigray region, once emblematic of resilience and cultural pride, now teeters on the edge of internal collapse due to deep-seated political polarization. The Tigray People’s Liberation Front (TPLF), with its legacy of power monopoly, corruption, and ideological rigidity, has contributed to a dangerously fragmented society. The TPLF leadership has also been a significant obstacle in implementing the Pretoria Peace Agreement, which has failed to address these internal divisions effectively. These unresolved issues threaten to unravel Tigray’s social fabric. To prevent further disintegration, there is an urgent need for a comprehensive national reconciliation strategy. This strategy must engage political elites, societal factions, and the broader Tigrayan community, and be led by an independent commission.
Vision for Reconciliation
The vision for reconciliation in Tigray is to create a unified, peaceful, and inclusive society that respects the diverse perspectives and experiences within the region. The goal is to establish a political and social environment where all Tigrayans, regardless of political affiliation or historical grievances, can coexist and contribute to the region’s reconstruction and development. This vision is rooted in the belief that genuine reconciliation, supported by the Tigray Interim Government, is the only pathway to sustainable peace and stability. The Pretoria Peace Agreement, an international accord, must be implemented and respected by all parties to ensure its success.
Objectives of the National Reconciliation Strategy
Heal Historical Wounds: Address the deep-rooted grievances and historical injustices that have fueled political polarization and social fragmentation.
Foster Inclusive Dialogue: Create platforms for open and inclusive dialogue among all political factions, civil society, and the general populace to build mutual understanding and trust.
Strengthen Democratic Institutions: Reform and fortify Tigray’s political institutions to ensure they are transparent, accountable, and representative of the diverse voices within the region.
Promote Social Cohesion: Develop programs and initiatives that foster social cohesion and unity among Tigrayans, transcending political and ethnic divides.
Reintegrate Displaced Communities: Support the reintegration of displaced individuals and communities, ensuring their active participation in the reconciliation process.
Prevent Future Conflicts: Establish mechanisms for early conflict detection and resolution to prevent the recurrence of violence and civil unrest.
Strategic Pillars for National Reconciliation
Political Reform and Power Decentralization
Review and Reform the Constitution: Initiate a comprehensive review of Tigray’s regional constitution to address power imbalances, ensuring fair representation for all political groups and societal segments.
Decentralize Power Structures: Decentralize political power from the TPLF politburo, promoting local governance and empowering communities to have a say in their affairs.
Establish a Transitional Government: Form a transitional government with representatives from all political factions, civil society, and the diaspora to oversee the reconciliation process and lay the groundwork for future elections.
Truth and Reconciliation Commission (TRC)
Establish the TRC: Create an independent Truth and Reconciliation Commission tasked with investigating human rights abuses, corruption, and other injustices committed during the TPLF’s rule and the conflict.

The Tigray Defense Forces (TDF) must remain independent and impartial, supporting the reconciliation commission as a unifying force, ensuring neutrality as the foundation for Tigrayan unity.
The time for action is now. The stakes are too high to delay. Reconciliation is the only way forward.
