Urgent Call for the International Community to put pressure on the Federal Government of Ethiopia to fully implement the Pretoria Agreement.
The Pretoria Agreement, signed in November 2022, was a landmark step toward ending the conflict in northern Ethiopia, particularly in Tigray. It aimed to bring about a peaceful resolution, restore services, ensure humanitarian aid delivery, and disarmament, demobilization, and reintegration (DDR) of combatants and restore the territorial integrity of Tigray to the pre conflict state. However, concerns about the full implementation of the agreement, including the return of internally displaced persons (IDPs) and those in Sudan and others to their home and the restoration of territorial integrity, have persisted.
We, DTD, are urgently calling for the international community to play its role of ensuring a lasting peace and demand the following:
- Diplomatic Engagement:
Nations and international organizations like the United Nations (UN), African Union (AU), and the European Union (EU) can urge Ethiopia’s federal government to comply fully with the Pretoria Agreement. - Monitoring and Reporting:
Independent monitoring bodies should assess the status of the agreement’s implementation and regularly report to the international community, increasing transparency. - Humanitarian and Developmental Support:
Support for humanitarian agencies is crucial to assist IDPs in returning safely to their homes, including rebuilding infrastructure and ensuring security in affected areas. Rebuilding of the deliberately destroyed infrastructures is paramount to ensure the lasting peace. 4. Sanctions or Incentives:
The international community can consider targeted sanctions for non-compliance or offer incentives to encourage progress. - Advocacy for Sovereignty and Rights:
Advocacy groups and international mediators should emphasize the importance of respecting the territorial integrity of Tigray and the rights of its people, including their safe return and reintegration. - Accountability and Justice:
No lasting peace is ensured without proper process of accountability and justice for those victims of injustice and Gender Based Sexual Violence (GBSV) Victims.
