Statement of Support and Urgent Appeal for the Implementation of the Pretoria Peace Agreement

We, the Tigrayan Advocacy for Human Rights and Justice International, stand in unwavering solidarity with the resilient people of Tigray, who have endured nearly five years of unimaginable suffering and displacement. The “Enough is Enough” campaign, initiated and organized by the TSILAL Civic Society of Western Tigray, represents a critical and timely call for justice, accountability, and action in the face of ongoing humanitarian and political challenges. We unequivocally support the “Enough is Enough” campaign’s demand for the immediate and safe return of internally displaced persons (IDPs) in line with the Pretoria Peace Agreement.

 This agreement, rooted in international commitments and the rule of law, must be implemented without delay by the Ethiopian Federal Government to restore Tigray’s territorial integrity as enshrined in the Ethiopian federal constitution. We urgently appeal to the United States government, particularly the Special Envoy for the Horn of Africa, Ambassador Mike Hammer, to press the Ethiopian Federal Government to uphold its obligations under the Pretoria Peace Agreement. The full implementation of this agreement is not just a moral imperative but a binding legal responsibility. We also call upon the African Union Commission, including former President Uhuru Kenyatta, AU High Representative Olusegun Obasanjo, and the Panel of the Wise, to fulfill their promises and obligations in fostering sustainable peace and regional stability.

 The failure to act decisively risks undermining the credibility of the African Union and its role as a guarantor of peace agreements. To the Tigray Interim Government, leaders of the TPLF, and all Tigrayan opposition parties, we urge unity and collaboration in prioritizing the welfare of the people of Tigray above all partisan interests. A collective and coordinated effort is crucial to ensuring that the Ethiopian Federal Government adheres to its commitments. We extend this call to the broader diplomatic community, including the United Kingdom, the European Union Commission for Africa, and all Western embassies in Ethiopia, urging them to intensify diplomatic pressure on the Ethiopian Federal Government for the full implementation of the Pretoria Peace Agreement and the safe return of IDPs. Failure to honour this agreement threatens to destabilize the entire Horn of Africa, plunging the region into further conflict, instability, and humanitarian disaster.

The consequences of inaction will be catastrophic, not only for Tigray but for the broader region. In light of this urgency, we call on all Tigrayan civic organizations in the diaspora to galvanize a global campaign of solidarity and demonstrations to amplify the voices of those suffering in Tigray. The international community must not look away; the time for decisive action is now. Together, we must remain steadfast in our pursuit of justice, dignity, and peace for all Tigrayans.

The stakes are too high, and the costs of inaction are too grave. We urge the international community to heed this call and take immediate steps toward ensuring the full implementation of the Pretoria Peace Agreement.
