A leacked confidenial document from EMBASSY OF THE STATE OF ERITREA TO THE UNITED STATES OF AMERICA

A closed-door meeting was recently held with Tigrayan and Eritrean activists in Washington, DC, and London who have been critical of Eritrea’s stance. The primary objective was to establish areas of cooperation and a coordinated response strategy to counter misinformation and hostile narratives affecting Eritrea’s interests.

During the discussions, there was a consensus on working with select TPLF generals, businessmen and political figures to address key narratives. The focus will be on managing public perception, particularly in relation to sensitive topics, while ensuring Eritrea’s role in regional affairs is not misrepresented.

Key Agreements & Strategic Actions
Financial & Logistical Support

The Eritrean Embassy will provide daily allowances to activists involved in these efforts.Funding will be allocated for satellite communication costs to enhance outreach and media influence.

Social Media Narrative Management

A partnership has been established with social media influencers, particularly Stalin, Nathaniel and key media figures, to shape and control narratives on digital platforms.
Efforts will focus on neutralizing accusations against Eritrean soldiers regarding genocide in Tigray, using various framing strategies to redirect attention.

Nathaniel, Stalin and affiliated media networks will shift focus onto the Ethiopian government, ensuring that Eritrea remains out of the spotlight in discussions on past conflicts.

Media Influence in Tigray

Tigray Media Network, Zara Media will focus on dismantling the credibility of the interim Tigray government, highlighting leadership struggles and policy failures.Attention will be placed on key figures, particularly General Tsadkan, Siye Abraha, and other TPLF leaders with strong anti-Eritrean sentiments.

Internal Political & Military Division Strategy

Efforts will be made to amplify internal conflicts within TPLF-aligned groups and create further divisions among influential military and political figures.Brigade Nihamedu members will be encouraged to challenge and counter other faction’s hostile to Eritrea.

Countering Ethiopia’s Imperial Aspirations on the Red Sea Ethiopia’s aggressive media campaign to claim itself as a Red Sea stakeholder is an escalation of imperial rhetoric that must be immediately countered.

The Assab port narrative is a direct challenge to Eritrea’s sovereignty and independence. Ethiopia’s claims of historical access should be exposed as revisionist propaganda that ignores Eritrea’s legitimate sovereignty.

Eritrea’s position must be reinforced through international and regional diplomatic efforts, ensuring that no external power legitimizes Ethiopia’s claims over the Red Sea or Assab port.

Media Strategy:

Social media campaigns should highlight Ethiopia’s long history of territorial expansionism and frame its latest claims as neo-imperialism.

Key media influencers should debunk Ethiopia’s argument by highlighting the sovereign rights of coastal nations and rejecting the “historical access” fallacy.
Pro-Eritrean activists will be tasked with exposing the Ethiopian government’s contradictions, especially its claims of economic strength while simultaneously pleading for access to Eritrean
ports.

Strategic Narrative on Eritrea’s Sovereignty & Role

Eritrea’s national service program, often criticized by external actors, has been widely
misunderstood. Similar to programs in other nations, it was established to safeguard national security and uphold sovereignty, particularly during critical periods such as the border war with Ethiopia.

Mischaracterizing it as forced labor disregards its purpose and historical context. National service in Eritrea is a collective responsibility, designed to defend the nation and contribute to its development, reflecting unity and resilience rather than coercion.

Calls for “regime change”, such as those advocated by critics like Rubin, fail to consider the disastrous consequences of similar interventions in countries like Libya and Iraq. Eritrea’s policies, while not without challenges, are rooted in legitimate concerns about sovereignty and selfdetermination.

External interference undermines these principles and violates international norms
of non-interference.Eritrea’s proactive and cooperative role in the promotion of Red Sea security, its commitment to combating terrorism, and its leadership in fostering international cooperation highlight its
importance and dedication to global stability. What Eritrea seeks is constructive engagement based on mutual respect and understanding, not biased narratives or unjustified criticism.

Implementation & Timeline

These initiatives will be rolled out immediately with continuous adjustments based on effectiveness.Regular evaluation and coordination meetings will be held to track progress and refine the
approach as needed.

This strategy is designed to ensure Eritrea’s position remains strong and protect its national interests against ongoing disinformation efforts. Through targeted media influence, strategic alliances, and controlled messaging, Eritrea will mitigate hostile narratives while reinforcing
regional stability and influence.
