SUMMARY OF THE CASE:

The Horn of Africa Geopolitical Review (HAGR) issues this official and urgent international alert for the immediate identification, arrest, extradition, and prosecution of Colonel Tewolde Gebretinsae, widely known as “Tewolde Embebe,” the mastermind of one of the most dangerous and powerful criminal enterprises currently operating in the Horn of Africa region, extending its illicit operations to Europe, South Korea, UAE, and the Americas.

This individual is directly implicated in serious international crimes, including but not limited to:

Organized human trafficking and migrant smuggling networks, primarily targeting vulnerable Eritrean, Sudanese, and Tigrayan refugees;

Illegal gold mining exploitation and environmental destruction in Tigray and border areas;

International money laundering, using illegal channels to finance activities in Dubai, the U.S., and Ethiopia;

Possession and use of fraudulent travel documents, including fake passports used for unauthorized travel to Europe, UAE, South Korea, and the United States;

Acts of treason and domestic terrorism, including his involvement in a coup plot against Tigray’s Interim Government and the assassination attempt on Tigray Interim President Getachew Reda.

VERIFIED INTELLIGENCE FINDINGS:

According to confidential sources, whistleblower accounts, and on-the-ground intelligence investigations conducted by Horn of Africa Geopolitical Review’s special unit:

1. Colonel Tewolde Gebretinsae is confirmed to be currently hiding in Addis Ababa, Ethiopia, using multiple aliases and forged travel documents.

2. He is reportedly preparing for clandestine travel to South Korea, the UAE, or the United States, utilizing corrupt networks within Ethiopian federal and regional structures.
3. His enterprises in Dubai and the United States serve as fronts for illicit gold, money laundering, and smuggling operations, linked to transnational criminal syndicates.

4. He is accused of smuggling Eritrean and Tigrayan refugees via Sudan, Libya, and the Sahel routes, exploiting vulnerable populations and subjecting them to slavery, sexual abuse, extortion, and torture en route to Europe and South America.

5. His name has been repeatedly redacted or hidden from national-level investigations in Ethiopia due to high-level corruption, impunity, and cover-ups facilitated by rogue elements within the former TPLF power networks.

CRIMES AGAINST THE PEOPLE OF TIGRAY AND THE REGION:

Colonel Tewolde Embebe is also deeply implicated in crimes against the Tigrayan people, including:

Active sabotage of the Tigray Interim Government’s transitional justice efforts;

Leading a coup plot to remove Getachew Reda from power and reestablish corrupt military-oligarchic control;

Orchestrating targeted violence and political assassinations;

Suppressing accountability and independent investigation into war crimes, sexual violence, and illicit economic activities during and after the Tigray genocide.

INTERNATIONAL LEGAL URGENCY:

Colonel Tewolde’s actions fall under numerous violations as defined by:

United Nations Convention against Transnational Organized Crime (UNTOC)

Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children

International Humanitarian Law and the Rome Statute of the International Criminal Court

UN Security Council Resolutions on Sanctions and Accountability in the Horn of Africa

DEMAND FOR IMMEDIATE ACTION:

We hereby issue the following calls to action:

1. INTERPOL must immediately issue a Red Notice and initiate cross-border tracking of Colonel Tewolde Gebretinsae.

2. The U.S. Department of State and Homeland Security must investigate his reported business assets and real estate in the United States for money laundering and illicit financing.

3. South Korea, the UAE, and Singapore are strongly urged to suspend any visas, entry, or business activities linked to Colonel Tewolde.

4. The European Union, UK, and UN agencies must impose travel bans and targeted sanctions under human rights and anti-corruption frameworks.

5. All diplomatic missions in Ethiopia are called to immediately monitor and report any movement or facilitation of this individual and his network.

6. International and regional human rights bodies must demand an independent inquiry and full accountability for crimes committed by this criminal enterprise.

FINAL DECLARATION:

The failure to act against Colonel Tewolde Gebretinsae will only empower the resurgence of criminal cartels, threaten regional peace and transitional justice, and undermine the credibility of international diplomatic missions and human rights mechanisms operating in Ethiopia and the Horn of Africa.

The Horn of Africa Geopolitical Review (HAGR) is prepared to submit full classified intelligence dossiers to any international agency or diplomatic mission pursuing justice, transparency, and accountability.

Colonel Tewolde Gebretinsae is a fugitive of international law, a threat to regional peace and security, and a war criminal in hiding. He must be captured and prosecuted without delay.
