Humble Inquiry: Seeking Cooperation for a Just and Peaceful Tigray

Introduction: The Gentle Art of Asking

We, the Horn of Africa Geopolitical Review (HAGR) Special Security and Intelligence Investigations Team, present this document not as an accusation, but as a humble inquiry. Our goal is not to dictate, but to ask seeking wisdom, truth, and collaboration with trusted partners committed to justice, equality, and peace in Tigray.

We believe that asking instead of telling is an act of situational humility. By asking, we open the door to accountability and shared responsibility. This approach is vital in dismantling the entrenched criminal networks of the outlawed TPLF “Above-the-Core” military-political elite, whose unchecked corruption and illicit gold exploitation continue to threaten Tigray’s survival and stability.

Background: Why This Inquiry Matters

Illegal Gold Exploitation
Since 2023, illicit gold mining and smuggling under the control of TPLF “Above-the-Core” officials and their families has generated an estimated $2.5 billion. This shadow economy fuels warlordism, kidnappings, political violence, and sexual abuse across Tigray.

Organized Criminal Systems
These elites are deeply embedded in gold supply chains exploiting artisanal miners, weaponizing poverty, and destabilizing Tigray’s fragile recovery.

Diaspora Hypocrisy

While their families enjoy security and privilege abroad in the USA, UK, Europe, Canada, Australia, and Dubai young Tigrayans are sacrificed to endless wars. Once again, the poor bleed while the rich remain untouched.

Humble Questions for Our Trusted Partners

We respectfully address the following questions to human rights defenders, justice advocates, civil society, and the Tigrayan diaspora community:

1. Asset Ownership & Property Mapping

Which companies, properties, and businesses are directly owned or secretly controlled by TPLF “Above-the-Core” families?

How do they use legal structures (e.g., corporations, front businesses, proxies) to conceal ownership?

2. Diaspora Residency & Safe Havens

Where are these families currently residing?

How many hold permanent residency or foreign citizenship while profiting from Tigray’s suffering?

3. Gold Trade Chains & Beneficiaries

Who are the international buyers, brokers, and smugglers sustaining this illicit gold trade?

What evidence exists linking artisanal exploitation directly to high-level TPLF beneficiaries?

4. The Human Cost of Illicit Trade

How are these profits funneled into killings, kidnappings, and sexual violence?

How can survivors, witnesses, and whistleblowers be protected from retaliation?

Why Cooperation & Collaboration Are Crucial

Achieving Common Goals: No single group can dismantle a criminal empire. Unity builds the foundation for a just and peaceful Tigray.

Disrupting Power Dynamics: Asking instead of commanding helps shatter the silence and intimidation that protects corrupt elites.

Encouraging Ownership: Humble inquiry empowers communities, intellectuals, lawyers, and civil society to lead accountability processes.

Strategic Reminders

This investigation is already underway, but it must become broader, more accurate, and far-reaching.

To dismantle the TPLF “Above-the-Core,” we must think strategically: building frameworks, defining long-term goals, and ensuring accountability mechanisms.

Comprehensive profiles and mapping are needed identifying individuals, their family networks, and safe havens abroad.

Conclusion: The Path Forward

To confront entrenched corruption and exploitation, we must move beyond outrage and embrace the discipline of strategic, humble inquiry.

We ask not to impose, but to invite cooperation.

We inquire not to accuse, but to seek truth together.

We appeal not to divide, but to unite for Tigray’s survival and peace.

Only through structured inquiry, collaboration, and shared accountability can we dismantle the machinery of exploitation and secure justice for Tigray.
