Proposal for International Mediation and Establishment of an Inclusive Interim Government in Tigray

Background

Tigray is experiencing renewed instability due to internal divisions within the Tigray People’s Liberation Front (TPLF). The TPLF has splintered into factions led by Debretsion Gebremichael and interim regional administrator Getachew Reda. This division has led to military confrontations, including the seizure of key towns such as Adigrat and Adi-Gudem by forces loyal to Debretsion. These events have raised concerns about a potential return to widespread conflict.

Proposal

To address the escalating crisis in Tigray, the following actions are proposed:

  • Initiate International Mediation

Engage international actors, including the African Union, United Nations, European Council of the European Union, United Kingdom @Canada, and the Donald J. Trump to facilitate mediation between the conflicting TPLF factions and the military. The involvement of these entities is crucial to ensure impartiality and leverage their diplomatic influence to promote dialogue.

  • Establish an Inclusive Interim Government

Form a new interim administration in Tigray that represents all political factions, civil society, and other stakeholders. This inclusive approach aims to prevent marginalization and reduce the likelihood of further conflict. The interim government should operate with transparency and accountability to rebuild trust among the Tigrayan population.

  • Prevent External Exploitation
    Implement safeguards within the mediation process to ensure that the Ethiopian federal government does not exploit internal divisions in Tigray for political gain. International mediators should monitor the process closely to uphold the integrity of the negotiations and promote a fair resolution.
  • Implement Confidence-Building Measures

Encourage all parties to commit to not use force and engage in confidence-building measures, such as cessation of hostile propaganda. These steps are essential to create a conducive environment for successful negotiations.

Conclusion

The situation in Tigray is at a critical juncture, with the potential for further escalation posing significant risks to regional stability. Immediate international mediation and the establishment of an inclusive interim government are imperative to prevent a relapse into widespread conflict and to promote lasting peace in the region.
