US Special Envoy Calls for Repatriation of IDPs and Withdrawal of Eritrean, Amhara Forces from Tigray

Addis Ababa, September 13, 2024 — U.S. Special Envoy for the Horn of Africa, Mike Hammer, has called for the full withdrawal of #Eritrean and #Amhara forces from Tigray as stipulated in the Pretoria Agreement. During a media briefing at the U.S. Embassy in Addis Ababa earlier today, Hammer stressed the importance of removing all “non-ENDF” forces, according the terms of the peace deal.

“The Pretoria Agreement clearly requires the withdrawal of external forces from Tigray, and we urge immediate action to ensure this is completed,” Hammer said. He acknowledged concerns over delays but emphasized that ongoing discussions are focused on expediting the process.

The withdrawal of non-ENDF forces and returning of IDPs back to their homes is viewed as essential for the full implementation of the agreement. Hammer reiterated U.S. support for peace and security in the region, stressing that international efforts are being made to address the challenges that remain.

As to the media briefing, Ambassador Mike Hammer’s arrival focuses on the need to urgently return IDPs, launch DDR programs and start political discussions.

There is “no explanation” to go back to a war, Ambassador Mike Hammer stressed.

Special Envoy Mike Hammer arrived in Ethiopia’s capital, Addis Abeba, on Tuesday to review the progress in implementation of the Pretoria peace agreement. “Not satisfied with the progress” Ambassador Hammer calls to urgently fulfill what’s left from the implementation of the agreement.

“The United States remains committed to supporting the Ethiopian government and the Tigray Interim Administration to achieve lasting peace.” US State Department underscored last week.

During his stay in Addis Abeba, Ambassador Mike Hammer met #Ethiopia Federal government officials, Tigray IRA President and his deputy, as well as #TPLF’s head Debrestion Gebremichael who, he said, have reiterated their commitment for peace.

In his remarks, Hammer also addressed wider regional issues, such as the conflicts in Somalia and Sudan, underlining the U.S.’s continued commitment to fostering peace in the Horn of Africa.

Ambassador Mike Hammer travels back to US this afternoon.
